TWO:The chief difficulty was the king. At the commencement of the month of January, 1829, his Majesty had not yet signified his consent that the whole subject of Ireland, including the Catholic question, should be taken into consideration by his confidential servants. In his interview with the Duke of Wellington in the course of the autumn the king had manifested much uneasiness and irritation, and had hitherto shown no disposition to relax the opposition which (of late years, at least) he had manifested to the consideration by his Government of the claims of the Roman Catholics. In all the communications which Mr. Peel had with the king on this subject, his determination to maintain the existing laws was most strongly expressed. In November, 1824, the king wrote, "The sentiments of the king upon Catholic Emancipation are those of his revered and excellent father; and from these sentiments the king never can, and never will, deviate." All subsequent declarations of opinion on his part were to the same effect; and the events which were passing in Ireland, "the systematic agitation, the intemperate conduct of some[293] of the Roman Catholic leaders, the violent and abusive speeches of others, the acts of the Association, assuming the functions of government, and, as it appeared to the king, the passiveness and want of energy in the Irish executive, irritated his Majesty, and indisposed him the more to recede from his declared resolution to maintain inviolate the existing law."We offer the best Services in our Restarant.

TWO:Mr. Smith O'Brien, early in July, gave occasion for another great debate on the state of Ireland, by moving that the House resolve itself into a committee for the purpose of taking into consideration the causes of the discontent prevailing there, with a view to the redress of grievances, and the establishment of a system of just and impartial government in that part of the United Kingdom. The honourable gentleman reviewed the history of the country since the union, discussed the questions of the National Debt and taxation, the Church Establishment, the position of the Roman Catholic hierarchy, Government appointments, Coercive Acts, and land tenure. Lord Eliot, then Chief Secretary of Ireland, answered his arguments at length. A great number of speakers followed, continuing the debate for five nights. At length the House divided, when the numbers wereagainst the motion for a committee, 243; for it, 164. The whole of these vexed questions again came up on the 9th of August, when the Irish Arms Bill was set down for the third reading. On this occasion Sir Robert Peel made some remarks, expressing the feeling of his Government with regard to Ireland, declaring that he viewed the state of things there with deep anxiety and pain. He had hoped that there was a gradual abatement of animosity on account of religious differences; that he saw the gradual influence of those laws which removed the political disabilities of Catholics and established civil equality. He thought he saw, in some respects, a great moral and social improvement; that there was a hope of increasing tranquillity, which would cause the redundant and superfluous capital of England, then seeking vent in foreign and precarious speculations, to flow into Ireland. TWO:Meanwhile the French generals, though they saw insurrections rising in every quarter, and though they themselves were located in different parts of the country, distant from each other, entertained no fear but that the steady discipline of their troops, and their own experience, would easily put them down. Murat had quitted Spain to proceed to his kingdom of Naples, which he had received on the 15th of July, and Savary was left at Madrid as Commander-in-Chief, and he found himself in a most arduous and embarrassing post, with so many points to watch and to strengthen for the suppression of the insurrection. The Spanish junta recommended their country, very prudently, to avoid regular engagements, with their yet raw forces, against the veteran armies of France, but to carry on a guerilla warfare, waylaying the enemy in mountains and defiles, cutting off their supplies, and harassing their rear, their outposts, and their foraging parties. The ardour and pride of the Spaniards only too much tempted the men to despise this advice, and whenever they did they severely paid for it. The relentless spirit of the people against the lawless invaders, on the other hand, incited the French to equal ferocity. They treated the Spaniards as rebels in arms against their king; the villages were given up to the plunder and licentiousness of the soldiers. This again fired the Spaniards to retaliation, and they put to death sick and wounded when they fell into their hands. The war thus commenced with features of peculiar horror. The character of the country rendered the conflict the more desperate to the invaders; the fertile regions were separated from each other[555] by vast desert heaths and barren mountains, so that Henry IV. had said truly, if a general invaded Spain with a small army he would be defeated; if with a large one, he would be starved. To collect provisions, the French had to disperse themselves over wide tracts, and thus exposed themselves to the ambuscades and surprises of the Spaniards, every peasant carrying his gun.We offer the best Services in our Restarant.
